Asst. Prof. Enrico V. Gloria recently published a journal article entitled “Sailing through Rough Seas: Uncovering Filipino Sentiments toward China’s Public Diplomacy” in the latest issue of the Chinese Studies Journal.
The abstract reads:
What factors must China consider for a successful public diplomacy initiative in the Philippines to take root? This paper seeks to contribute to our current understanding of the public diplomacy record of major powers within recipient states. More specifically, this paper provides a discourse analysis of the Filipino public sentiment toward the release of China’s pandemic-related public diplomacy song and music video titled Iisang Dagat or “One Sea” (海的那边). The analysis finds that the public’s salient perceptions of Chinese ‘intrusion’ to
Philippine territory and ‘insincerity’ toward bilateral relations have dominated the national discourse about China. Ultimately, these dominant discourses reveal that the longstanding territorial disputes are blunting efforts to establish good will through public diplomacy. The results show how the success of new public diplomacy, even with its emphasis on dialogue, exchange, and preference for new channels such as social media, continue to be dependent on larger contexts of interstate security relations.
