Francisco Nemenzo, PhD
Professor Emeritus and former UP President

Francisco Nemenzo is a Professor Emeritus in political science, and former President of the University of the Philippines. Prior to his presidency, he served as Dean of the College of Arts and Sciences in Diliman, Chancellor of UP Visayas, and Faculty Regent. He was also a Senior Research Fellow at the Australian National University in Canberra and Visiting Professor at the International Christian University in Tokyo.
He held various posts outside the university:

  • Member (ex-officio), Board of Trustees, International Rice Research Institute   (1999-2005)
  • Member, Board of Regional Editors, (Contemporary Southeast Asia, a quarterly journal published by the Institute of Southeast Asian Studies, Singapore)
  • Founding Chairman, BISIG (Union of Filipino Socialists) (1986-88)
  • Chairman, First Quarter Storm Foundation (1997-99)
  • Chairman, Philippine Council, Bertrand Russell Peace Foundation (1965 until it was banned under martial law)
  • President, Philippines-Cuba Cultural and Friendship Association ( 2002-present)
  • National Chairman, Laban ng Masa (2005-2007)
  • Chairman, University of Manchester Alumni Association – Philippines
  • Columnist, Philippine Daily Globe (1987-90) and Manila Times (1993-95)

He received several awards both local and abroad including: Centennial Fellow, conferred by the University of the Philippines in 2008; Officier de l’Order National du Merite and Chevalier dans l'Ordre des Palmes Academiques, both awarded by the Republic of France in 2006 and 2003 respectively; Distinguished Alumni Awards for the social sciences in 1985 and for university management in 1992.

He was also recognized as the Most Outstanding Cebuano in 1999 by the provincial government of Cebu and selected by the Sun-Star Daily as one of the most outstanding Cebuanos of the 20th century.
